Understanding Legislation & Regulation
Overview
All states have a legislation that provides a statutory basis for EMS activities and programs, regulation of EMS personnel and services, scopes of practice, systems design, funding, training, and other such issues. The State of Wisconsin, Department of Health and Family Services, EMS section, is the lead agency authorized to ensure that Wisconsin has sufficient legal basis, authority, resources, and leadership to provide adequate training and integration, and facilitate the development of EMS systems at the local level. In addition to policy development and monitoring, the EMS section may also facilitate innovation demonstration programs, the development of consensus standards, information sharing, and assisting local providers with funding, technical assistance, and research. There is currently no single federal lead agency, but there are several federal agencies that have programs supporting EMS system building at the state and local levels. This section of the toolkit provides an overview and links to major state and national policies, legislation, and regulation.
